OECD Prepares For BEPS Action 6 Peer Reviews
The OECD has released a document that will form the basis of the peer review and monitoring process of the base erosion and profit shifting (BEPS) Action 6 minimum standard.
The minimum standard on preventing treaty shopping was included in the October 2015 report on BEPS Action 6. It is one of four minimum standards, alongside those covering country-by-country reporting, fighting harmful tax practices, and improving dispute resolution.
The document includes the terms of reference, which sets out the criteria for assessing the implementation of the Action 6 minimum standard, and the methodology, which sets out the procedural mechanism by which the review will be conducted.
